The origin of the phrase "Whole 9 Yards" is actually widely disputed. The theory that it took that much fabric to make a man's suit is common, but not proven: that's a Lot of cloth. Should be able to make 2 or even 3 suits from that amount.

Yes, but back then, fabrics were much narrower than they are today. Perhaps that explains the saying.
