No separate volume control - Design flaw

I thought it has a volume control somewhere but the diverter works as a control knob while switching to another type of outlet. So, to change it to a hand held from down spout, it shoots out water heavily then flow to the hand held. We missed the return window unfortunately because our renovation was done just outside of the window. Also, the off position is not stable so frequently leaks.
