Why is there a gap above the bottom drawer? And is that drawer meant for more wine storage? It doesn't appear to have a solid drawer bottom so I'm confused as to the purpose.

does the depth (19.69 inches) include the handles?
i want to store in an opening 21" wide, want to make sure the handles will not protrude beyond the surface dimensions.
