Where does the water from the bucket goes if it all filled up?

Answer This Question
The fountain’s water is constantly recirculated by a small, submersible pump hidden "behind the scenes." The pump pulls water from the receiving pool or reservoir, carries it "uphill" (via a tube) to the fountain head, and gravity does the rest. It recirculated the water on it's own.

Does the water splash out of the bottom bucket when the water pours into it as a lot of the outdoor fountains have this problem

It will happen however it is a matter of how quickly and how much water is being put into the upper bucket which flows to the lower bucket.
