As the product states this is the processor - OEM. Which means no heat sink or fans. I ordered 2, they arrived within the 10 day window and appear to be fine, though I'm having problems getting compatible cooling since they are an older product. Once the heat sinks arrive, I'll drop them in. I don't think it's worth the risk of frying them just yet. Until then I can't testify to the quality of product, only the delivery of it. As for the features and performance, it's a 5 year old processor! In 2003 it rocked, compared to today's releases, it's kind of poky.
