I am new to I Pads or similar tablets. It states Wi FI. Does that mean it can access the internet from anywhere like most smart phones? Is a subscription required froma provider like Verizon?

Why is this $100 more than at Apple? This is a NON-retina display iPad mini which is $299 for a 16gb at Apple. The Retina mini is $399. Your specs say it is 1024x768 screen, definitely not retina.
