So a size "4.0,R" is the same as "10 regular USA"??

These are military grade boots so the smaller sizes are for women. It looks like we are currently sold out of size 10.

these boot here, the size chart is confusing, do these run in sizes 9, 9.5, or 10,? all I see is sizes like 3R 3.5w 4 R what is that,,
